Character Reference Letter for Immigration: 6 Samples

A character reference letter for immigration is a signed letter from someone who knows the applicant well, describing specific, true behavior that shows good moral character. The constraint is that the reader is an immigration officer or judge who weighs evidence, so warm adjectives count for nothing and checkable facts count for a lot. USCIS defines good moral character in its Policy Manual as "character which measures up to the standards of average citizens of the community in which the alien resides." Six complete sample letters follow, from a friend, an employer, a pastor, a neighbor, a relative and a volunteer coordinator. One rule before the samples: this page shows how to write the letter, not whether your case needs one. The applicant's lawyer or accredited representative decides that, and tells you who the letter is addressed to.

Sample 1: from a friend, for a citizenship application

The friend letter is the one most people are asked to write. It works when it gives years, places and one moment only a friend would know.

I have known Tomasz for nine years. We met in 2017, when he moved into the apartment next to mine, and we have been close friends since. I see him most weeks.

In 2021, when my father was in hospital for a month, Tomasz drove my children to school every morning so I could stay at the hospital. He never asked for anything back. He coaches the under-10 soccer team at our community center on Saturdays and has done so for four seasons.

Tomasz pays his bills, works steadily as an electrician, and is the person our street calls when something breaks. I believe he is a person of good moral character.

What the officer is weighing

The letter speaks to a legal standard, so it helps to know the words. Under 8 CFR 316.10, USCIS evaluates good moral character "on a case-by-case basis taking into account the elements enumerated in this section and the standards of the average citizen in the community of residence."

When an applicant has something in their past, the USCIS Policy Manual, Volume 12, Part F, Chapter 2 says an officer "must consider the totality of the circumstances and weigh all factors, favorable and unfavorable". The factors it lists include "Family ties and background", "Employment history", "Community involvement" and "Length of time in United States".

That list is the brief for your letter. Each sample below covers at least one of those factors with a fact the officer could check.

Sample 2: from an employer

An employer letter speaks to "Employment history" directly. Keep it to facts the payroll records would confirm.

Sample 3: from a pastor or faith leader

A faith leader speaks to "Community involvement". Describe what the person did, not what they believe.

Sample 5: from a relative, with a sworn declaration

Relatives can write, and the lawyer may ask for the letter to be signed as a declaration. Under 28 U.S.C. 1746, a statement signed inside the United States can carry the wording "I declare (or certify, verify, or state) under penalty of perjury that the foregoing is true and correct. Executed on (date). (Signature)". Only add it if the lawyer asks, and only sign it if every sentence is true.

The letter names the past problem because the lawyer asked for it, states the facts once, and moves to what changed. It does not argue the law.

A coordinator can confirm hours from records. That turns "a good person" into a number.

If the letter is not in English

Write it in the language you are comfortable in, then have it translated. Under 8 CFR 103.2, any foreign-language document "shall be accompanied by a full English language translation which the translator has certified as complete and accurate". Send both versions to the lawyer.

Frequently asked questions

What should a character reference letter for immigration include?

Your name, status and job, how you know the applicant and for how long, two or three specific examples of good behavior with dates and places, a statement that you believe they are of good moral character, your signature and contact details. Keep it to one page and only include facts you know personally.

Who can write a character reference letter for immigration?

Friends, employers, coworkers, neighbors, faith leaders, teachers, volunteer coordinators and relatives can all write one. U.S. citizens and permanent residents are common writers, but the most useful writer is the person who has seen the applicant's behavior most closely over the longest time.

Does a character reference letter for immigration need to be notarized?

Not always. The applicant's lawyer decides the format. Some ask for a plain signed letter, some for a notarized letter, and some for a declaration signed under penalty of perjury using the wording in 28 U.S.C. 1746. Ask before you sign, and never sign anything you have not read.

How long should an immigration reference letter be?

One page is enough, usually 200 to 350 words. Officers read evidence, so two specific examples carry more weight than a page of praise. Cut any sentence that does not tell the reader something they could not have guessed.

Can I write a reference letter for a friend for immigration?

Yes. Say how long you have known them, how often you see them, and describe two things you saw them do. Give your contact details. A friend's letter is strongest when it includes moments only a close friend would know about, such as help during an illness.
