One rule now decides the shape of every federal resume example you will see: USAJOBS states that federal agencies "only accept resumes up to two pages in length to comply with the Merit Hiring Plan", and it will not let you upload or build a longer one. Checked in September 2026, the whole resume below belongs to a fictional applicant for a GS-0343-09 Program Analyst position, written to that limit, section by section. Each section is annotated against the USAJOBS Help Center and the National Institutes of Health Office of Human Resources, both read in September 2026. What the announcement makes you include

Read the announcement before you write a line. The USAJOBS Help Center names the five sections that decide your application: "Duties describe the job's daily activities and responsibilities", "Requirements include the Qualifications, Specialized experience and Education", "How to apply may include a link to a preview of an assessment questionnaire", "How you will be evaluated may include criteria, like submitting a writing sample or completing a job assessment", and "Required documents help you understand what other documents you may need to provide."

Then the length rule, which is the biggest recent change.

Quoted: "Federal agencies only accept resumes up to two pages in length to comply with the Merit Hiring Plan. USAJOBS will not allow you to upload or build resumes longer than two pages, and you will need to update the resumes in your profile before applying to a job." (USAJOBS Help Center)

NIH Office of Human Resources says the same in its own comparison: federal resumes are "Limited to two pages".

For each job, USAJOBS requires five items, and they are the five that novice applicants leave out.

Quoted: "Employer name", "Job title", "Start and end dates (include the month and year)", "The number of hours you worked per week", "Brief descriptions that show you can perform the tasks at the required level listed in the job announcement", "Series and grade for federal jobs only." NIH explains why the hours line exists: "Hours worked per week (We assume full-time unless otherwise stated. Employment will be prorated in crediting experience)". Leave the hours off a part-time job and you may be credited with less qualifying experience than you earned.

What about salary and a supervisor's name? Neither page lists them among what you must include. The USAJOBS resume builder provides fields for a supervisor's name and phone number and for whether the supervisor may be contacted, and some announcements ask for them directly. Include them when the announcement or the builder asks, and leave them out when neither does, because two pages is now a hard ceiling.

CCAR stands for Context, Challenge, Action, Result. It is the narrative structure used for federal accomplishment statements, and it is worth writing out in full even when the announcement asks only for a questionnaire, because the answers you give under pressure come from statements you have already written.

Context. From June 2024 I have been the program analyst for a discretionary grants portfolio of 84 awards worth $61 million in the Office of Grants Management. My branch closes out roughly 50 awards a year, and closeout has a statutory clock attached to it.

Challenge. The fiscal year 2024 closeout report showed that 31 percent of our awards closed late. Late closeout ties up unliquidated obligations, creates audit exposure, and it was consuming branch time in reactive chasing. No one owned a forward view of what was about to expire, because the grants management system reported on expiration only after it happened.

Action. I pulled three fiscal years of award end dates and closeout dates and found that the median award went 71 days past its end date before anyone touched it. I built a 90-day expiration tracker from the system's own export, so the branch could see every award approaching its end date before it got there. I took the tracker to the branch chief with two options: run it as a monthly briefing, or push automated reminders to program officers. She chose the briefing, so I ran it monthly with three program officers, and I documented an escalation step in writing for any award reaching 30 days past end date. I then wrote the 12-page standard operating procedure so the process would survive my leaving the branch, and trained 22 staff in four sessions.

Result. Late closeouts fell from 31 percent to 6 percent as measured by the fiscal year 2025 closeout report. The procedure was adopted division-wide in March 2026, and the tracker is now run by two other branches.

The pattern is constant. Replace the duty with the volume, replace the adjective with the measurement, and never abbreviate the employer, because a human resources specialist screening for qualifying experience is reading literally.

What do I have to include on my resume?

How can I convert my existing resume into a federal resume?

Take each job and add the four missing fields: month and year dates, hours per week, employer spelled out in full, and series and grade if it was a federal position. Then rewrite each bullet to the USAJOBS formula, "Accomplished [X] as measured by [Y], by doing [Z]." Then cut to two pages by deleting jobs and courses the announcement does not care about, which NIH also advises.
